In emergency medicine’s formative years, the “shared stewardship economic model” was instrumental in introducing high quality emergency care to every region of the U.S., no matter the time of day or ability to pay. Prior to the 1970s, access to emergency care, as we know it today, was limited to a small number of large medical centers. Since the early 1980s, the shared stewardship model has been under constant attack by payers. The federal laws known as “TEFRA” in 1982 and EMTALA in 1986 has long lasting significance and implications for the specialty.
Emergency medicine is now facing several “reimbursement Tsunamis” or existential threats from misguided healthcare legislation that potentially could destroy the fabric of universal, quality emergency care—“surprise medical billing” legislation at the federal and state levels, major cuts to Medicare reimbursement, cuts by the states to Medicaid as those rolls grow larger during the pandemic and the health plans’ constant assault on fairly reimbursing EM. The webinar will track the shared stewardship model over the past 50 years and inform advocates on what must be done to preserve access to emergency care.
The presenters will be Jeffrey Bettinger, M.D., FACEP, and Ed Gaines, JD, CCP. Dr. Bettinger is a founder, and Managing Member, of BSA Healthcare, a firm specializing in emergency medicine revenue cycle consulting. Mr. Gaines is the Vice President of Regulatory Affairs & Industry Liaison, Zotec Partners, LLC, a physician and hospital revenue cycle and practice management services company.
