In Course 103, students will learn the cost-of-service process from start to finish in detail. Our faculty will provide you with a detailed overview of the ratemaking process, basic concepts and steps to the process. The course will cover key terminology, revenue requirement basics, and revenue requirement components, including rate base and operating expenses. The COS Primer will provide in-depth understanding on rate design and cost allocation, including functionalization and classification of costs, and will provide sufficient time for student discussion. Day 1 focuses on the Overall Ratemaking Process, Revenue Requirements Basics, Rate Base, and Revenue Requirement Components. Day 2 focuses on Cost Allocation, Rate Design and Special Rate Provisions/Concepts.
